WSPR Radio Pi HAT

Reverse engineered and redesigned version of the TAPR WSPR HAT. New board layout properly follows Pi HAT standard dimensions and allows for full component assembly by JLCPCB. Extra onboard wavelength makes switching as easy as moving three jumpers, instead of resoldering components.
